11th PIFF’s Asian Network of Documentary :Open Call for AND (Asian Network of Documentary) Fund


Greeting its 11th year, Pusan International Film Festival (PIFF) announces the expansion of AND (Asian Network of Documentary) Fund offered to Asian documentary project proposals, in support of emerging documentary talent across Asia. Amounting to 100 million Korean won (approx. US$100,000), the fund will be offered in four categories, with particular emphasis on editing and post-production support.


PIFF’s documentary film support program first began in 2003 with the YoungSan Fund sponsored by YoungSan University to help boost Korean documentary films full of new grammar and innovative insights. In 2005, with the participation of KyungSung University, HyupSung Renaissance, and A.Tion Fashion, Inc. that supported 1 Korean project each with 10 million Korean Won, and DongSeo University which supported 1 Asian project with 20 million Korean Won, the fund scale was increased and expanded to include Asian projects.


This year, AND Fund becomes more abundant with the participation of Pusan Bank (5 million won each to 2 Asian projects), Pusan University of Foreign Studies (5 million won each to 2 Asian projects), Overseas Korean Foundation (US$10,000 to 1 Overseas Korean project), Dong-Eui University (10 million won to 1 Busan/Kyungnam project) and CineTech (10 million won to 1 Korean project). Furthermore, the fund will be available to a wide range of Asian filmmakers including overseas Korean filmmakers as well as independent filmmakers in Busan/Kyungnam region in Korea.


The significance of granting production support to Asian documentary through AND Fund is that it is an initiative step much-needed to create a pan-Asian community for facilitating distribution and showcasing Asian documentary, and to provide backing for Asian filmmakers working in documentary. With the long-term commitment ensured by the fund sponsors that mainly consist of universities and corporations based in Busan, AND Fund is expected to contribute to the vitalization of not only local documentary productions but of productions across Asia. 


Past Achievements
1.     2003 YoungSan Fund Recipient, (dir. ChoiHa Dong-ha): Completed in 2005 and awarded Best Asian Feature Documentary Film at 2006 Syracuse International Film & Video Festival in U.S.A.
2.     2004 YoungSan Fund Recipient, (dir. Choi Jin-Sung): Completed in 2005 and was officially invited to 2006 Buenos Aires International Independent Film Festival in Argentina.
3.     2005 HyupSung Renaissance Fund Recipient, (dir. Kim Jin Yeul); KyungSung Fund Recipient, (dir. Tae Junseek); and UniKorea Fund Recipient, (dir. Choi Hyun-jung) are in their final production stage and are expected to be screened at PIFF this year.


Information for Fund Application


1.     Eligibility
-     Documentary film project in production or post-production stage that is more than 50 minutes in length
-     Short documentary film project in production or post-production stage that is  less than 30 minutes in length (for Asian Project category only)
-     A director who made more than 1 documentary film


2.     Fund Categories
1)     Asian Project:
     DongSeo Asia Fund(10 million won each to 2 projects)
     Pusan Bank Fund* (5 million won each to 2 projects)
     PUFS Fund* (5 million won each to 2 projects)
2)     Overseas Korean Project: OKF Fund* ($10,000 to 1 overseas Korean project)
3)     Korean Project:
     YoungSan Fund (10 million won)
     KyungSung (10 million won)
     UniKorea Fund (10 million won)
     CineTech Fund* (10 million won)
4)     Busan/Kyungnam Project: DongEui Cinema Fund(tentative name)* (10 million won)
*newly installed in 2006


3.     Application Materials
1)     Application Form (PIFF designated form, available at www.piff.org)
2)     Project Proposal (including a list of research materials and investigated contents and corresponding to editing script)
3)     Budget Plan
4)     A rough cut sample on VHS tape edited to 20 minutes or less (for work-in-progress stage projects only. If no subtitles available, please enclose the dialogue list.)
5)     CV and profile of key production staff
6)     Director’s Prior Work on VHS (1 tape)
* Please label all tapes with project title, director’s name, and tape’s total running time. Also, please note that the submitted materials will not be returned.

6.     Selection Criteria
1)     Originality and viability of the project
2)     Portfolio’s level of accomplishment
3)     Production staff’s profile and their level of trust


7.     Selection Process: An internal committee of jury will evaluate the submitted materials.


8.     Regulations
1)     The project must complete its production in 1 year from the selection date
     If the project requires more than a year to complete, please specify in the proposal.
     If the film is incomplete within the agreed duration, the fund recipient has the obligation to return the fund.
2)     Upon completion, it is obligated to clearly state the name of the Fund it received and that it is a film supported by PIFF Asian Network of Documentary.


9.     Announcement of Award Winners: At Official Press Conference of 11th Pusan International Film Festival in September 2006


10.     Awards Ceremony: During 11th Pusan International Film Festival (October 12~20)
