  布鲁克林国际电影节应该不是一个很大型的电影节。2006年第九届将在6月2日举行。报名截止时间是3月15日。不过,美国的电影节有个好习惯就是要报名费,这个是50美圆。(http://wbff.org/submit/step1.asp?action=submit) 写信给他们谈了下,在我们给他提供一些新的国内独立电影的条件下,建议他免去报名费用。对方基本同意了(他说的是有钱的话就给没钱的话就算了,我相信大家基本都跟我一样穷)

  注:各种类型都可以参加,剧情、记录、实验,或者35MM,16MM,VIDEO,DV。。。。。
  另外,要获奖的话还是有奖金的。奖金数额自己查吧。

  BTW:许多要费用的电影节,如果愿意参加的话还是大家组成一个团队来谈,否则一个人去一般比较难以给免费。作品多了而且有好的东西的话,应该会有谈判的资本。当然有些高手更厉害的应该不在乎一点钱什么的(报名费一般是50美圆,快递基本费用加税大概是30+10=40美圆,基本报名一个电影节就需要花去800人民币,对于一些作者来说可能不见得很低,当然工资领欧元美金的可以除外)。

  When is the next festival?
  BiFF's 9th edition is scheduled for June 2-11, 2006 and will be held at the [brooklyn museum].
  How do i submit my film?
  Click [submit], and follow the instructions. The entire process takes between 10 and 20 minutes. At the end of the process you will be asked to print and sign your entry form. If you dont have a printer, dont worry! Once submitted, your application is saved in our database and it can be later retrieved, edited, and printed from any computer connected to the internet.
  When is the next submission DEADLINE?

  When will I be notified if my film has been accepted?
  The 9th Brooklyn Internatinal Film Festival will take place June 2-11, 2006 at the Brooklyn Museum. Filmmakers selected for the festival will be notified via email by May 1st, 2005.
  Is the festival competitive?
  Through the resources of industry-related sponsors, the festival awards the winners with a total of approximately US $65,000 in film services and cash. [awards]
  How can i pay the entry fee?
  BiFF accepts the following entry fee payment methods: Personal or Company check in US dollars, Travelers check in US dollars, Money Orders in US dollars and Credit Cards (Online payment services by Acteva.com - Credit Cards are processed with a small surcharge). [pay online] BiFF may waive the entry fee to directors who have screened in previous editions (Alumni) and submit a new project with the "New York Premiere Status" or better.
  Can i update my submission?
  YES! Click [edit/print] and enter your email and password to CHECK THE STATUS, EDIT, and PRINT your application.

  Click [check status] and enter your email to view the status of your submission.
  I want to submit but I can't get past the "Step 1: your email address" page. What's wrong?

  How many submissions do you receive every year?
  For each of the the past 3 editions the festival received around 1600 submissions. A live counter of the submission so far received for the upcoming edition is available at [statistics]
  How many films do you accept in the festival?
  We estimate that the next festival line-up will include about 120 films. [past films]
  Where are the selected films shown?
  The official venue of the festival is the Brooklyn Museum 460-seat auditorium. [more info]
  In which film categories do you accept submissions?
  Categories: Feature Narrative, Short Narrative, Experimental, Documentary, Animation. [rules]
  Are there any time restrictions?
  Narrative Features must be no less than 70 minutes. Narrative Short films not longer than 70 minutes. Documentary, Animation, and Experimental categories have no time restrictions. [rules]
  Which Preview Copy Formats do you accept?
  Entries must be submitted on VHS tape (NTSC or PAL) or DVD. DVDs formatted for Zone 1 / North America are preferred. NOTE: Last year about 15% of all DVD submissions had playback problems and had to be re-submitted. Please TEST your DVD on a stand-alone DVD player BEFORE sending it to our offices. [requirements]
  Can I submit a work-in-progress or "rough cut"?
  Works-in-progress are considered only during the final submission deadline and if the film will be completed at least 3 weeks before the beginning of the festival. Please list directly on the tape/disk box which elements of your film are missing.
  Do you have a printable version of the entry form?
  The festival strongly encourages filmmakers to submit using the online entry form, however, a printable entry form can be requested via email or fax but ONLY for the regular submission deadline (after Nov 30, 2004).
  Screening Format for selected films:
  If your film is selected, the Brooklyn International Film Festival will accept screening copies in the following formats:
  Film: 35mm, 16mm - Video (NTSC ONLY): Digi-Beta, Beta, DV, DVD. [requirements]
  Can I submit my film if previously screened at other festivals?
  Yes. There is no maximum number of festivals at which the film may be screened. The "New York Premiere" status is preferred, but not mandatory.
  Can I release my film theatrically or on broadcast television before the Festival?
  Entries shall not have theatrical release or be broadcast anywhere in the U.S.A. before the last day of the upcoming festival. Previous festivals, cast&crew, and private screenings are OK.
  I submitted my film last year but it was not selected. Can I resubmit my film?
  To resubmit a film, the film must be significantly re-edited. A film may be resubmitted more than once if it has been worked on in the last year.
  Does the festival project digital films? If so, in which formats?
  The projects selected for the Festival, if not available on film, will be projected in DigiBeta, Beta, DV, and DVD formats (NTSC).
  How many films can I submit?
  As many as you like. Although each film must have its own screening copy, submission form, entry fee, and supplemental materials. DO NOT submit multiple projects on the same screening tape or DVD. Additionally, we recommend that you use the same main email address for all your submissions.

  All films must be in English or with English subtitles.
  Running Time
  Feature (narrative): no less than 70 minutes

  Documentary, Animation and Experimental: no limitations.
  Prior Screenings
  Entries shall not have theatrical release or be broadcast anywhere in the U.S. before June 13, 2006. Previous or scheduled screenings at other festivals are acceptable. The "New York Premiere" status is preferred, but not mandatory.
  Completion Date
  Projects submitted to the Festival must have been completed after June 1, 2004. Works-in-progress are considered only during the final submission deadline and if the film will be completed by May 15, 2006.
  Independent Production
  Films produced, financed, or initiated by a major motion picture studio are not eligible for the competition.
  
  SUBMISSION REQUIREMENTS
  Format
  Preview copy must be submitted on VHS tape (NTSC or PAL) or DVD. DVD's must be formatted in MPEG video. NOTE: every year about 10% of all DVD submissions experience playback problems and have to be re-submitted. BEFORE sending your computer-burned DVD to our offices, test it on a stand-alone DVD player.
  Entry Fee
  Each entry must be accompanied by the appropriate entry fee. Entry fees are not refundable. These fees may be paid by check, money order, traveler's check (all the above made payable in US Dollars to BiFF) or by credit card - (a small surcharge applies for payments by credit card.) BiFF Alumni: BIFF may waive the entry fee to directors who have screened in previous editions and submit a new project with the "New York Premiere Status" or better.
  Mandatory Accompanying Materials
  - Print out of the Entry Form completed in all required fields and signed
  - Preview copy: Both the case and the preview copy must be labeled with the title, running-time, and contact information. Preview copies and promotional material will be retained by the festival.
  - Applicable entry fee
  Optional Accompanying Materials
  - Photo(s) from the film
  - If receipt of entry is required, include a self-addressed stamped postcard.
  - Press kit, Poster, Postcard and additional promotional material.
  
  RULES FOR SELECTED FILMS
  Filmmakers selected for the competition will be notified by May 1st, 2006.
  Additional Materials & Deadlines
  If your film is selected, you must provide the following:
  By May 10, 2006
  - Press kits, including photos (2 or more kits)
  - Posters / Postcards and other available publicity material
  - Additional 1/2" VHS videotapes of the film.
  By May 25, 2006
  - The screening copy in the best available format.
  If the screening copy is DVCam or MiniDV, tapes MUST be in the NTSC format.
  Shipping
  For all materials, shipping and handling costs to the festival office will be covered by the entrant. Preview copies and promotional material will be retained by the festival.
  Publicity & Special Programs
  Selected projects may be promoted through all media types and outlets for promotional purposes. In addition, BIFF reserves the right to re-screen the accepted projects at events and promotional showcases featuring festival's highlights.
